The Poverty Means Test and the students it leaves behind.
We use the same methods as the government to identify students in financial need, but we go one step further. By working closely with schools and communities, we help find and support students who may have been overlooked.
What is the PMT?
A simple, fair way to identify students who need support.
The Poverty Means Test (PMT) is a tool used by the Government of Nepal to identify students from low-income families. It does not look at just one factor, such as a family’s income. Instead, it considers the family’s overall circumstances. This helps ensure that support reaches the students who need it most to stay in school.
Joshi Trust uses the same methodology. This helps us ensure that our support reaches the right students, the ones who need it most. We believe this is a fair, transparent, and evidence-based way to identify students for assistance.

Why we are doing this program
Our goal: Every student from a low-income family should have a fair chance to continue their education
We use the PMT process to identify students who need support. It is a trusted and fair method for assessing financial need and identifying students who may require assistance.
However, some students who need help are still overlooked. As a result, deserving students may miss out on the support they need to stay in school.
This program exists to reach those students and give them the opportunity to continue their education.
Where students get missed
Why some students are missed.
The normal process works well, but real life is not always simple. Here are some reasons why students who need help may be missed
Form not filled out
The PMT form was not completed for the students, so their name was never included in the list.
Incorrect or missing information
Some details were incorrect or missing, so a student who needed support was not selected
Lack of awareness
The student or their family did not know about the process or how to take part
Absent on the day
The student was not present when information was collected, so their name was left out.
An entire class missed
In some classes, no student were selected at all eventhough many families were living in a poverty.
This is where we help
We give extra attention to classes where forms were missing or where no students were selected.
Because of these reasons, some students who need support can be left behind. This program helps ensure that they are not forgotten.
We help, not replace
We support the process, we do not change it.
We do not seek to replace or change the government’s process. Instead, we work alongside it to help ensure that no student who needs support is overlooked.
The process remains the same. We simply help identify students who may have been missed.
